IT Specialist

This position serves as the Senior System Administrator for the Supervisory Control and Data Acquisition Energy Management System(SCADA EMS) located in the Watertown Operations Office. The Senior System Administrator performs a full range of IT services and support for a variety of difficult and complex assignments or projects in a mission critical/real-time control system. The projects and assignments managed by this position include the following:
systems administration, information security, operating systems, systems analysis, planning, monitoring, support and system documentation. The Senior System Administrator also ensures the rigorous application of information security policies, principles and practices. The position works closely with the applications development team to create and manage the energy management system (EMS) software used in the Watertown Operations Office. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. To qualify for the GS-11 you MUST have Experience in System Administration, Configuration, and Management of servers supporting a real-time SCADA EMS (Supervisory Control and Data Acquisition Energy Management System) environment. And 1 of the 3 below:
Experience in Developing and presenting training on the operation and maintenance of new systems to an IT Staff. Experience in developing software solution to resolve issues and satisfy customer requirements. Experience in programming/developing project teams to support functionality of system's and data. To qualify for the GS-12 you MUST have Experience in System Administration, Configuration, and Management of servers supporting a real-time SCADA EMS (Supervisory Control and Data Acquisition Energy Management System) environment. And 2 of the 3 below:
Experience in planning, coordinating and installing, troubleshooting hardware and software systems used with a real-time power operations system Experience in resolving hardware software interface and interoperability problems and ensures systems availability, functionality, integrity and efficiency. Ability to provide oversight of IT operating system security ensuring the confidentiality, integrity, and availability of systems, networks and data. Implements security procedures and tools and ensures the rigorous application of information security/information assurance policies, principles, and practices. Analyzes possible security problems and provides feedback to Cyber Security specialists on potential risks. Knowledge in resolving hardware/software interface and interoperability problems and ensures systems availability, functionality, integrity, and efficiency. Manages the installation and integration of systems patches, fixes, updates, and enhancements. Skills to ensures that the configuration management processes required by DOE, Western, and/or Regional policies, and industry standards are applied to all assigned systems. Documents and maintains the required configuration management data on all systems. Ability to document actions taken; give needed guidance or training to customers to prevent recurrences. Ability to identify areas where additional customer training and assistance is needed, as well as individual training to other IT support. Ability to work as part of team to solve issues and improve services. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
